Board Policy on Committees

The board shall operate at all times as a committee of the whole.
The board may establish committees to advise the board as it deems necessary. There shall be no standing or temporary board committees except as provided for in this policy. Committees established by the board shall consist of no more than three (3) board members. Committee meetings are to be governed by the Kansas Open Meetings Act. Committee chair(s) shall be appointed by the board at the annual organization meeting and are responsible for setting committee meeting agendas. The board clerk is responsible for ensuring that proper notice is provided for all committee meetings. The board clerk and/or designee is responsible for the minutes and records of all committee meetings.
The type and function of each committee shall be determined as written in this policy. Financial assistance for committees shall be determined in the board’s annual budget. The superintendent or designee shall monitor each committee’s progress and relay information to the board. As requested, each committee shall report in writing to the superintendent and/or the board. All recommendations, as a result of a committee’s work should come to the full board for consideration.
The board may dissolve any advisory committee at any time.
Facilities Advisory Committee
The Facilities Advisory Committee will monitor facility projects, facility needs and district property utilization to meet the changing demographics of the school district and to provide recommendations to the Board of Education.
The Facilities Advisory Committee shall include three (3) board members, the Superintendent or designee, 7 appointed community members at-large and others as designated by the board and/or administration.
Boundary Advisory Committee
The Boundary Advisory Committee will monitor district population and demographic shifts, school enrollment and school boundaries and recommend changes to the Board of Education. In addition, the committee will ensure that equity, district growth, budget and transportation are considered in any boundary change scenarios.
The Boundary Advisory Committee shall include three (3) board members, the Superintendent or designee, Principal representation, community members (by application) and others as designated by the board and/or administration. This appointment is a 2-year commitment.

The Boundary Advisory Committee will monitor district population and demographic shifts, school enrollment and school boundaries and recommend changes to the Board of Education. Academic Advisory Committee
The Academic Advisory Committee will monitor the development and implementation of the district’s academic programs and goals. Additionally, the committee will work collaboratively with district leadership regarding issues pertaining to closing gaps in student academic performance, extra-curricular activities, improving outcomes with low performing students, as well as enhancing outcomes for high-performing students.
The Academic Advisory Committee shall include no more than three (3) board members, the Superintendent or designee, and others as designated by the board and/or administration.
School Naming Advisory Committee (See Policy FC)
The School Naming Advisory Committee shall work collaboratively with the community to ensure that recommendations to the board for naming or renaming facilities within the district are welcoming, inclusive, and inspiring places for all students. The committee is charged with overseeing the implementation of the district’s naming request form and provide any recommendations to the full board for consideration.
The School Naming Advisory Committee shall include no more than three (3) board members, the Superintendent or designee, and others as designated by the board and/or administration.
Finance Advisory Committee
The Finance Advisory Committee will monitor and make recommendations to the board on finance-related issues regarding the general business and operations of the district. This could include areas such as printing, purchasing, transportation, enrollment demographics/ planning, and food and nutrition services.
Some of the responsibilities include but may not be limited to the following:
- Review financial reports and presentations including statistical analysis of district revenues and expenditures
- Review district’s practices, policies, procedures and guidelines related to financial matters of the district
- Study financial issues and areas of fiscal concern to the district
- Review budget considerations to be considered by the board and provide feedback.
The Finance Committee shall include three (3) board members, The Superintendent or designee, and others as designated by the board and/ or administration.
