Essential Information: New KCKPS Cell Phone Policy

On June 30, 2025, the Board approved a new cell phone policy (Student Use of Cell Phones and Personal Electronic Devices).
This policy was developed in response to feedback and concerns raised by students, parents, and staff about how these devices can disrupt learning and negatively impact the mental and emotional health of students.
For purposes of this policy, its related administrative guidelines regarding implementation, and other relevant rules and regulations, a Personal Electronic Device, or PED, refers to any technology or hardware that electronically communicates, sends, receives, stores, reproduces, or displays data, media, music, or voice, video, and/or text communication. Examples of PEDs include, but are not limited to, multimedia devices, smartphones, cell phones, smartwatches, music or media players, headphones, earbuds, speakers, gaming devices, tablets, and the like. District-issued laptop computers are not included in this definition under this Policy.
We are committed to providing highly effective and consistent learning spaces across the district. The following guidelines shall be in place:
Pre-K, Elementary, and Middle School
Personal electronic devices must be stored in a student's backpack, personal storage bag, or other area designated by school administration during the school day. The use of personal electronic devices is prohibited during the school day. If a backpack or other personal storage bag is unavailable for storage, personal electronic devices must be left at home. All personal electronic devices must be silenced, or silenced and placed in "school" mode or "do not disturb" mode, for the duration of the school day. Headphones (wireless and wired) and earbuds may only be used with District-issued devices and with teacher permission for the benefit of learning.
High School
Personal electronic devices must be put away during instructional time and stored in a student's backpack or other personal storage bag, or in a secure storage location within the classroom as designated by the classroom teacher. Students may access personal electronic devices during non-instructional time, which includes passing periods and lunch. All personal electronic devices must be silenced, or silenced and placed in "school" mode or "do not disturb" mode, for the duration of the school day.
Furthermore
Personal electronic devices may only be used during class or during instructional time if permitted by a teacher for the benefit of learning.
Note: In rare cases (e.g., necessary for student’s IEP), administrators may approve exceptions.
School officials may authorize a student to use their PEDs if the use is:
- Required for the implementation of a student's individualized education program or 504 plan;
- Authorized by a teacher or administrator for educational purposes, except that such use shall not be authorized as part of a classroom reward or free time; or
- Pre-approved on an individual student basis by a teacher or administrator due to health concerns, emergency concerns or other special circumstances
At no time shall the District be responsible for theft, loss or damage to cell phones or other electronic devices brought onto its property.
In an emergency situation, all PEDs must be placed in silent mode.
Violations of this policy will be handled in accordance with the Student Code of Conduct and may result in confiscation of said device. If the PED is used in a criminal act the cell phone will be provided to law enforcement, and the student may face criminal penalties.
